Time to Hire: Why European Engineering Roles Take Months and Offshore Teams Take Weeks
The short answer

Filling a senior engineering role in Germany or the Netherlands typically takes four to six months from approval to first commit, largely because of notice periods. A partner-sourced offshore engineer usually starts within three to six weeks. For roadmap-critical work, that difference is often worth more than the cost saving.

Why does hiring a developer in Europe take so much longer than offshore?

Hiring a senior developer in Germany, the Netherlands or the UK typically takes four to six months from headcount approval to first commit, while a partner-sourced offshore engineer usually starts within three to six weeks. The gap is not mostly about candidate availability โ€” it is structural. European employment law and convention build long notice periods into the process, internal approval cycles add weeks before sourcing even begins, and the interview loop competes for the calendars of the same senior engineers who are already behind on delivery.

Understanding where the months actually go matters, because two of the largest blocks are inside your own organisation and can be compressed without changing your hiring standard at all.

Where do the months actually go?

Breaking the timeline into stages shows why the totals differ so sharply. The ranges below reflect common practice for a mid-to-senior engineering role.

How much do notice periods add in each country?

Notice is the single largest and least compressible block in European hiring. In Germany, senior employees commonly serve three months, and contracts frequently specify notice to the end of a calendar quarter, which can stretch an exit close to five months. The Netherlands typically runs one month for the employee with longer employer-side obligations, though senior contracts often extend this. UK notice for senior engineering roles is commonly one to three months. Nordic countries generally sit between one and three months depending on tenure.

None of this is negotiable in the way a salary is. It is set by the candidate's existing contract, which means your start date is largely determined by an agreement you were not party to. The practical consequence is that a role approved in September in Munich may not produce code until February.

What does an unfilled engineering role cost?

Vacancy cost is usually reasoned about as saved salary, which gets the sign wrong. An unfilled role on a critical path costs the delayed revenue of whatever the roadmap was meant to deliver, plus the load transferred to the rest of the team โ€” which shows up as slower delivery everywhere and, often enough, as a resignation from whoever absorbed the most.

A reasonable way to make this concrete for a budget conversation is to estimate the monthly value of the roadmap item the role was hired to deliver, then multiply by the expected months of delay. For most funded European product teams that number comfortably exceeds the monthly cost difference between a local hire and an offshore engineer, which reframes the decision: the question is not only what each option costs, but what the waiting costs. The underlying rate comparison is set out in our breakdown of developer costs in India versus Europe.

Why can a partner start an offshore engineer so much faster?

Three structural reasons, none of which involve lowering the bar.

  • Sourcing has already happened. A partner maintaining a bench of pre-vetted engineers is presenting candidates who were assessed weeks ago, so the four-to-eight-week sourcing stage collapses into days.
  • Notice periods are shorter. Thirty days is common in the Indian market, and engineers between assignments can start immediately.
  • The contract already exists. Under a master services agreement, adding an engineer is a signed statement of work rather than a new employment contract, so legal and negotiation time largely disappears.

What you should still insist on is your own technical assessment of every individual. Speed comes from the partner having done the sourcing and screening, not from you skipping the interview. Our approach to assessing senior candidates efficiently is described in how to vet a senior software engineer.

What are you giving up by hiring faster?

Speed is not free, and pretending otherwise leads to disappointed expectations in month three. Three costs are real. Time zone overlap is partial rather than complete, so decisions that would take a hallway conversation take a day unless you protect the overlap window. Domain knowledge starts at zero and has to be transferred deliberately, which requires documentation and onboarding effort you may not currently have. And the engineer is contracted rather than employed, so retention depends on the partner relationship and the quality of the work you give them rather than on your own employment terms.

None of these is disqualifying, but each needs an explicit answer before the first engineer starts. The first-quarter plan that addresses them is set out in our guide to onboarding an offshore development team in the first 90 days.

When should you still hire locally?

Hire locally for roles where physical presence, employment permanence or deep customer contact genuinely matter: engineering leadership that sets long-term technical direction, solution architects who sit with European customers, and anyone whose value comes largely from institutional relationships. Also hire locally when the role is a succession plan rather than a capacity addition.

Use an offshore partner for capacity: delivery pods, platform and DevOps work, QA automation, mobile development, data engineering and AI application work. The pattern that works well across European scale-ups is a small senior local core that owns direction, with delivery capacity supplied offshore โ€” a structure we look at more closely in hiring senior engineers in India for European startups.

How do you run a three-week offshore hiring sprint?

The compressed timeline only works if your side is ready. A sequence that reliably delivers a first day within three to four weeks looks like this: in week one, write the role definition and the technical assessment before contacting anyone, and get the master agreement and data processing terms signed in parallel. In week two, review the shortlist and run all interviews within a single five-day window with pre-booked interviewer slots. In week three, decide within forty-eight hours of the last interview, issue the statement of work, and start environment access and equipment provisioning immediately rather than on day one.

The most common cause of slippage is interviewer availability on the European side, not candidate supply โ€” so block the calendars before the shortlist arrives. If you want the sourcing, vetting and contracting handled as one pipeline, our senior engineering talent service presents pre-vetted India and UAE engineers with the master agreement, IP assignment and GDPR terms already in place, so the only variable left is your own interview loop.
